Date 7th October, 1914.
Your despatch of 9th July Confidential. India Office, Government of India consider that Government of Hong Kong should obtain supply for 1915 under ordinary procedure by auction. Any further agreement that may be made for supply of opium on special terms cannot take effect until 1916.
